The Challat Compromise served as a settlement, addressing issues concerning Galactic Senate representation. This agreement came about following the First Alsakan Conflict involving the Galactic Republic and Alsakan, occurring approximately 17,000 BBY. It provided a solution for governing the numerous sectors with Senate representation, an issue that had led to excessively slow debates and rendered the Republic nearly impossible to govern. The Compromise introduced the concept of a seated Senate, granting its members complete rights of address, alongside an unseated Senate, whose members were required to request those same rights.
While this improved the manageability of debates, it quickly became a source of corruption. Senators without seats discovered they needed to exchange a significant portion of their votes to gain the opportunity to speak about issues that were significant to them. Ultimately, the Republic's increasing scale and population once more exceeded the attempts at streamlined representation, a problem that remained until the Ruusan Reformation.
