The leader of the Galactic Empire held the position known as Consul to the Supreme Tribunal.
In the original, rough draft of Star Wars, the character filling the role of Consul is Cos Dashit, who also carries the title of Lord governing Alderaan. The first draft presents him as Son Hhat, additionally holding the title of Lord governing Granicus. Beyond their names and territories, the characters remain essentially the same.
Both script versions feature a "High Consul" present on the space fortress to observe the jailing of Annikin Starkiller. Whether this is the same character is uncertain, yet the surrounding narrative hints that the title might refer to Darth Vader or Valorum (also known as Dodona), given his impending transfer to the Imperial/Royal capital for execution before the Galactic leader. A possible explanation for this discrepancy is that the title of Consul was not unique and held by multiple individuals (as seen in ancient Rome and during the Consulate in France), with one of these courtiers also holding said title.
