Department of Public Works

The Department of Public Works functioned as a branch of the Galactic Empire, starting no later than its establishment in 19 BBY. In theory, this department was intended to oversee public projects like road construction. However, similar to the Department of System Exploration, funds allocated to it were diverted, under the direct command of Emperor Palpatine himself, towards the creation of both the first Death Star and the superdreadnought Eye of Palpatine.
