Fé was a Human woman, specifically a handmaiden working for Queen Amidala in the city of Theed. She attended the celebratory events following the Invasion of Naboo in the year 32 BBY.
For certain additional shots used in the celebration scene concluding The Phantom Menace, Fay David acted as a stand-in for Padmé's handmaiden.
Although Fay likely replaced a handmaiden already created, she speculated that this handmaiden could be a completely new character, "perhaps named Fé."
Fé's existence as a distinct and canon character was verified by a revised version of the original Databank, called "The Women of Star Wars."
