The Governor of Galidraan was a male Human who received his appointment to that role from the Galactic Republic back in 44 BBY.
During that very year, he engaged the services of the True Mandalorians to suppress political demonstrations against his governance. Simultaneously, acting on counsel from the Death Watch, he informed the Jedi that the Mandalorians were engaged in the slaughter of non-combatants. Subsequently, a Jedi task force led by Jedi Master Dooku eradicated the True Mandalorians. The Governor then seized the armor belonging to the surviving Jango Fett, and sold him into servitude.
In the span of two years after this, Fett made his return to retrieve his armor, compelling the Governor to reveal the location of Tor Vizsla, who was the leader of the Death Watch.
