Herogga was a Hutt of the male persuasion, a member of his species who, unlike many others, sought to seize control of the criminal underworld of Tatooine during the time of the New Republic. Approximately eighteen years following the Battle of Endor, he made his way to the desert world, fully aware that it was under the jurisdiction of the New Republic and the Whiphid Lady named Valarian. Herogga believed he could expand upon the achievements of Jabba Desilijic Tiure and establish Hutt control over the desert planet. He initiated his operations on Tatooine using funds and support from the Crystal Moon restaurant in Mos Entha, a legitimate establishment that he utilized as a cover for his illicit dealings. He recognized the potential of the ambitious con artist Andi Tolen, who subsequently became one of his most skilled bounty hunters. As the Yuuzhan Vong launched their assault on Hutt Space, numerous Hutts sought refuge on Tatooine. Herogga then started to set in motion his schemes to eliminate Valarian and assume complete authority over the planet. To solidify his power, Herogga devised a plan to seize Jabba's old stronghold and criminal organization.
