Jell Spiel, a male Human hailing from Bespin, functioned as a cloud car pilot for the Bespin Wing Guard throughout the Galactic Civil War. In 3 ABY, he served as co-pilot in one of a pair of Storm IV Twin-Pod cloud cars operating near Cloud City when the Millennium Falcon made its arrival. Prior to guiding the freighter to a designated landing zone, Spiel's cloud car fired warning shots. His background with cloud car prototypes was invaluable during the Bespin evacuation.
This character gained prominence as an action figure within Kenner's The Empire Strikes Back toy line, despite the pilots only being briefly visible inside the Cloud Cars in the movie itself. Examination of close-up photographs of the Cloud Car prop utilized in the film reveals two distinct pilots within the pods. The action figure packaging image seems to depict one of these individuals. His identity and backstory were eventually disclosed in the Rogues Gallery section of Star Wars Insider 148. A later action figure by Hasbro was based on the second pilot, identifiable by his mustache, who was subsequently given the name Duncan Hikmat.
The action figures' complete uniforms were inspired by concept designs created by Nilo Rodis-Jamero; these designs were later repurposed to depict Rebel Alliance officer Kem Monnon in the book The Illustrated Star Wars Universe.
