It had the capability to levitate up to ten meters above the ground, reaching a maximum speed of one hundred and sixty kilometers per hour. A descending access ramp was located at the front of the vehicle, positioned beneath a row of viewports. While requiring a crew of two, this transport vehicle could accommodate up to forty-five passengers, along with two technicians. The passenger area consisted of "prisoner stations," which incorporated fixed binders designed to secure each individual's limbs, positioning their arms above their heads.
While not as heavily armored as certain other vehicles used by the Corporate Sector Authority Security Police, this mobile holding cell featured an outer coating of conductive [polymer](/article/polymer-legends] capable of being charged with stun energy. These stun panels offered adjustable power settings, with some designed to stun attackers and others to inflict physical damage. This repulsorwagon provided cargo space for five hundred kilograms and incorporated spotlights along with steam jets. Armament consisted of three grenade launchers, each with a maximum range of three hundred meters. Typically, these launchers fired fragmentation grenades, but they were compatible with other types of grenades as well. Two launchers were positioned on either side of the vehicle's front, with the third mounted as a turret on the top of the speeder.
The Corporate Sector Authority Security Police, responsible for maintaining order within the Corporate Sector, employed the Jailspeeder. Its main function was the conveyance of prisoners. Typically, it would not arrive at a crime scene until the Security Police had already restored order. The onboard technicians were responsible for securing each detainee within a "prisoner station," where they could be questioned while en route to a Security Police station. Furthermore, the vehicle could be deployed for riot control, serving as a physical barrier to impede and repel protesters, while also detaining those who resisted. The speeder's onboard equipment, including the steam jets used to disperse attackers, could be utilized to manage crowds in such scenarios.

The Tagge Company, a founding member and voting sponsor of the Corporate Sector Authority, both designed and manufactured the JX40. It exclusively supplied the vehicles to the Security Police, refraining from offering them for public purchase. In 3 BBY, a Jailspeeder was dispatched to a disturbance at Mondder Spaceport on the planet Etti IV. Imperial Agent Jahan Cross, along with smugglers Han Solo and Chewbacca, had been involved in a scuffle with locals who accused the smugglers of cheating at sabacc. The Security Police intervened, arresting the locals and loading them into the JX40. However, Cross and the smugglers avoided arrest due to the agent's diplomatic immunity.
The JX40 Jailspeeder was initially detailed in Han Solo and the Corporate Sector Sourcebook, a resource for West End Games' Star Wars: The Roleplaying Game. Michael Allen Horne authored the sourcebook, which was released in 1993. It later made its debut in the comic-book Agent of the Empire – Iron Eclipse 1, penned by John Ostrander, illustrated by Stéphane Roux, and published on December 14, 2011. The 2009 reference work, The Complete Star Wars Encyclopedia, presented a similarly named class also utilized by the CSA, the JX30 jailspeeder, while also maintaining a separate entry for the JX40.
