Kaja Or'Zee was a human female who held the position of chamberlain for Emperor Palpatine during the Galactic Civil War. Located in the Emperor's Retreat on the planet Naboo, she ensured that all of his needs were taken care of. The destruction of Alderaan by the Rebel Alliance caused her to lose faith, and she began to believe that the New Order would bring about peace to the galaxy.
On one occasion, she gave an Imperial spacer the task of escorting Governor Grayeg Wintozzen, a Moff, to a meeting with other officials at the Emperor's Retreat, with specific instructions to ensure his safety. Shortly after this, she received intelligence from the Imperial Sector police about a hired assassin targeting Moff Wintozzen. She then hired the same assassin to find the person who had contracted the assassination and to collect evidence, giving them permission to use force if necessary. The spacer was then compelled to eliminate the rebel sympathizer. Upon the spacer's return, Kaja expressed her regret that the Rebel wouldn't listen to reason, but stated that it was probably better to deal with the most "evil" Rebels in this way.
Sometime later, the Sector police contacted her again, informing her that they had located the assassin but lacked the resources to apprehend him. Kaja once more enlisted the spacer's help, telling the Sector police that she had dispatched a specialist to aid in the capture. However, the assassin refused to surrender, forcing the spacer to kill him. Upon the spacer's return, Kaja revealed that she had anticipated this outcome but was certain that the Inquisitors would be displeased that he had not been taken alive.
As a result of these actions, the Empire was able to trace the death threats against the Moff back to a rebel group. Once again seeking the spacer's assistance, she provided them with the location of a droid programmer and their Rebel allies, instructing them to simply kill the programmer. Although the droid programmer had managed to infect most of the Moff's personal droids, it was discovered that one of them had managed to escape the tampering although it had been badly damaged. As a final mission for the spacer, she asked him to retrieve the droid as it may hold information which could be used by the Empire.
After the RA-7 servant droid was returned, Kaja told the spacer that she would write them a letter of recommendation and suggested that they speak with Loam Redge, an Inquisitor who had heard about the spacer's accomplishments.
Kaja Or'Zee was featured as a non-player character within the Star Wars Galaxies video game, a massively multiplayer online roleplaying game that was created by Sony and distributed by LucasArts, before the game's servers were shut down on December 15, 2011.
