Kota, a Selkath of the male gender, existed during the time of the Jedi Civil War. He served as a judge within the court of the Ahto City Civil Authority. Although Manaan maintained a firm stance of neutrality, Kota, in his own beliefs, was a passionate supporter of the Galactic Republic. The Sith Empire was viewed by Kota as a force of evil, and he considered the Republic to be an entity whose collapse must be prevented. In comparison to the other judges, he likely held the strongest pro-Republic sentiments, frequently voicing opposition to the Sith diplomat, who consistently shifted between different convictions. He also spoke out when the diplomat threatened the Rodian named Gluupor, during the legal proceedings of Sunry vs. the Ahto City Authority.
Kota's perspective gained validation when Revan presented a Sith datapad containing specifics of their scheme to seize control of Manaan, thereby demonstrating the Sith's deceitful nature.
