The Civil Authority of Ahto City held the responsibility of enforcing laws and maintaining order within the confines of Ahto City on the planet Manaan. Furthermore, they were tasked with preserving Manaan's delicate neutral stance between the Galactic Republic and the Sith Empire of Darth Revan.

The High Court, situated in Ahto West, consisted of a panel of five supposedly unbiased judges. They presided over cases involving significant breaches of the law, encompassing offenses such as murder, public disturbances, or violations against Manaan's neutrality pact. During the time of the Jedi Civil War, diplomats representing both the Republic and the Sith routinely appeared before this court to resolve their disagreements.
The subsequent trials were conducted in 3956 BBY under the authority of the Ahto High Court, with Judges Shelkar, Jhosa, Naleshekan, Kota, and Duula presiding over the proceedings.
- Sunry versus the Ahto City Authority Revan served as the arbiter for the defense. An unnamed Sith Diplomat was the arbiter for the prosecution. Witnesses included Ignus, Firith Me, Gluupor, Elora, and Sunry.
- Revan was tried for "the serious crime of murdering many Sith, as well as causing extensive damage to their Embassy" (the official name of this trial is not known). Bwa'lass served as the arbiter for the defense.
- Revan was also tried for jeopardizing the kolto supply through his actions at the Hrakert Rift (the official name of this trial is also unknown). Revan acted as his own representative.
Located across the plaza from the High Court in Ahto West, these cells were used to confine individuals awaiting their trials or those who were unable to settle their financial penalties. Noteworthy individuals detained here included Sunry and Revan. A warden oversaw the facility, which was guarded from the exterior.

The Port Official's duty involved controlling access from the docking bays into Ahto City itself. Visitors were required to pay a docking fee of 100 credits each time they arrived. This fee increased to 500 credits for individuals known to cause trouble. Upon arrival, visitors received a map and a visitor's guide from the Manaan Board of Tourism and Trade as a form of welcome.

To uphold its strict neutrality, Ahto City authorities implemented stringent security measures in all public locations. Security cameras, employing droid technology, were a common sight in Ahto City's plazas, and security personnel were present to prevent disturbances. The two most vital laws on Manaan were:
The Sith and Republic embassies were exempt from camera surveillance, as they were considered sovereign territory under their respective governments. Additionally, cameras were disabled within the docking bays, providing opportunities for unscrupulous visitors to engage in illicit activities behind closed doors. Figures such as Ithorak Guldar were quick to exploit this fact.
- The three trials present various potential outcomes, and in some instances, multiple outcomes can be considered correct (i.e., they do not lead to the player character's demise). Sunry's trial introduces a degree of moral ambiguity: while his guilt is undeniable, the intuitive sense of what is right suggests that the Republic should be safeguarded by demonstrating his innocence. A character aligned with the light side can arrive at either conclusion, and as such, there is no singular, definitive verdict within the official canon. In the trial concerning Revan's assault on the Sith Embassy, a verdict of "not guilty" is mandatory to prevent the game from ending. However, this outcome can be achieved through multiple avenues. If Revan successfully completes the quest to locate Shasa and retrieves the Sith datapad detailing their scheme to seize control of Manaan, he can present it as evidence of Sith treachery (in this scenario, he represents himself). Alternatively, he can assert that the Sith extended an invitation for diplomatic negotiations at their embassy, only to launch an attack. The resolution of Revan's trial pertaining to the events at the Hrakert Rift hinges on the decision he made regarding how to halt the Progenitor. If he opted to destroy the Republic equipment, he is permitted to remain on Manaan. Conversely, if he released toxins, he faces exile from Manaan and is barred from returning under penalty of death, unless he can successfully manipulate the judges, which can be a difficult task. In the canonical light side path, the sole viable option involves destroying the Republic machinery, enabling the player to stay in Ahto City, unless the main player deceives the judges, in which case he is banished from Manaan.
