Their base of operations was located in Bsellis City, where they benefited from the shield of a dishonest officer within the Bestine Security Force, specifically Sergeant Mey Kilrow. A young Hawk was a member, though he did not want to be. The gang's leadership was in the hands of a Twi'lek, supported by lieutenants and Dowutin bodyguards, in addition to other members.
