The person in charge of the Ossiki Confederacy, as well as its military forces, held power during the Toydarian seasonal conflicts occurring on the world of Toydaria. This commander was of the opinion that if the Ossiki Confederacy couldn't secure provisions, then the opposing factions in the conflict should also be deprived of them. Consequently, the military gained a notorious reputation for employing chemical armaments to obliterate food reserves. At a certain point in history, the Ossiki leader relinquished control of the organization.
The initial reference to the Ossiki leader appeared within the entry for the character Watto in the 2002 reference publication The New Essential Guide to Characters, authored by Daniel Wallace. The leader's statement regarding resources had been previously featured in 2001's The Essential Guide to Alien Species by Ann Margaret Lewis, but without attributing it to a specific person.
