From his earliest years as a Ravager, Ruugar harbored ambitions of leadership. Upon reaching adulthood, he skillfully employed his charisma to secure the allegiance of fellow pirates, orchestrating a mutiny against the then-captain, O'kar A'ko, with minimal bloodshed. As the newly appointed captain, Ruugar achieved the longest reign of any Ravagers captain. The Ravagers base was even renamed Ruugaria to honor him. Ruugar's command came to an abrupt end when his first mate, Coratanni, betrayed him, severing his arm and leg before casting him into the sea to be devoured by the ferocious Skar'klas. Miraculously surviving, Ruugar replaced his lost limbs with cybernetic enhancements and spent years in hiding on Rishi, meticulously planning his vengeance. In the year 3637 BBY, he sought out a group of individuals in Raider's Cove, offering to subjugate the Ravagers to their faction's will in exchange for their assistance in reclaiming his former position, all the while secretly intending to betray them. Ruugar facilitated the group's access to the Ravagers' base in Coratanni Town, where, after overcoming Sparky and Quartermaster Bulo, they paved the way to the Soaring Duros. Once aboard the vessel, Ruugar seized control and announced his return as captain to the crew. The ship then engaged Coratanni's flagship, the Pearl's Girl, in battle, and the group boarded the enemy vessel, ultimately defeating and killing Coratanni after a fierce confrontation. With Coratanni defeated, Ruugar revealed his true intentions and attempted to eliminate the group, but they proved too formidable, overwhelming and killing him.
Ruugar makes an appearance in the Star Wars: The Old Republic: Shadow of Revan expansion pack, which was released on December 2, 2014.
