The Council, originally envisioned as "Jedi Outlaw", was a concept planned for the initial development phase of Star Wars: The Force Unleashed.
The story was to be set five centuries following Darth Vader's demise, in an age where both the Jedi and Sith had been resurrected. Instead of warring with each other, they had established a fragile peace. This resulted in the formation of "The Council", a governing organization that superseded the Jedi Council and was comprised of six Jedi and six Sith leaders. In this time, the final descendant of Luke Skywalker acted as a Jedi lawman, maintaining order within their territory, but was falsely accused of murdering another Jedi. Consequently, the Council sent both Jedi and Sith to hunt down this individual, forcing the last Skywalker to flee. Unbeknownst to all, a Jedi Master with the surname Solo was the mastermind behind the plot. The Council members were different from previous Jedi and Sith, utilizing The Force in innovative ways, such as shapeshifting while wearing advanced armor and imbuing objects with Force energy.
Because of its futuristic timeframe, the Jedi Outlaw idea was scrapped because it was thought it wouldn't attract the typical Star Wars enthusiast, but it did give rise to the fundamental ideas behind The Force Unleashed.
