The second expansion for the Young Jedi Collectible Card Game, titled The Jedi Council, was launched by Decipher on October 27, 1999. It drew its themes from Star Wars: Episode I The Phantom Menace, primarily focusing on elements related to the film's middle section, especially the world of Coruscant. A large number of cards have a purple border, which is the color associated with Coruscant. This set brought senators and Supreme Chancellor Valorum into the gameplay. Palpatine appears as a battle card, not as a playable character. This design decision circumvented the "uniqueness rule" concerning the simultaneous presence of Palpatine and Darth Sidious in play.
This expansion included a total of 140 cards.
