V-Tan, also referred to as Tan, was a male Human who held the position of Benevolent Guide during the time when Kegan was practicing isolationism under Kegan's rule. He frequently experienced prophetic dreams, which ultimately led him to O-Vieve, who was having visions of the Galactic Empire's impending invasion of Kegan. Upon their meeting, they discovered that their dreams and visions were in alignment. These dreams and visions depicted Masked Soldiers invading the planet. Furthermore, they foresaw their own destruction via an explosive device with the potential to obliterate an entire planet. As a team, they implemented a system of isolationism with the goal of preventing the invasion, but the Keganites ultimately rejected their leadership after discovering the brainwashing of children at the Re-Learning Circle.
V-Tan and O-Veive established an isolationist regime that exerted strict control over the populace. In essence, they functioned as dictators on Kegan, a planet that was officially a democracy, by permitting voting but manipulating the subjects of those votes. Moreover, autohoppers, which were automatically piloted skyhoppers, were deployed to monitor the citizens, their locations, and their conversations. To foster this isolated behavior, the pair introduced a curriculum known as The Learning around 59 BBY. This philosophy emphasized the importance of sacrificing individual desires to contribute to the General Good. A facility called the Learning Circle was established on the outskirts of the city to educate children between the ages of four and sixteen. Additionally, a clandestine Re-Learning Circle was created within the Learning Circle to indoctrinate individuals who were deemed undisciplined or too physically unfit to contribute to society, ensuring they adhered to V-Tan and O-Vieve's beliefs. While the Keganites under V-Tan's governance generally enjoyed a tranquil existence where their fundamental needs were addressed, the isolationist policies prevented them from benefiting from advancements in medicine, technology, and other areas throughout the galaxy.
The two guides resided in the Central Dwelling, which was a part of the Gathering Circle located at the heart of the city of Kegan.
Following the arrival of Qui-Gon Jinn, Obi-Wan Kenobi, Adi Gallia, and Siri Tachi on the planet to determine if a baby born there was Force-sensitive, V-Tan and O-Veive orchestrated the child's abduction and subsequent placement in the Re-Learning Circle. The Masters, while searching for O-Lana and their Padawans, who had also been captured by a Truant Guide, disrupted the skyhopper surveillance system that closely monitored the population and aided in the rescue of their Padawans from the secure school. After their escape, they exposed V-Tan and O-Veive's totalitarian methods, leading to the two rulers being voted out of their positions as Benevolent Guides of Kegan.
