Lieutenant Watts was a Human male hailing from Corulag. As an officer within the Imperial Army, he functioned as an AT-ST gunner. His exceptional marksmanship allowed him to inflict "devastating results" with his weaponry.
Before the events of 4 ABY, Watts, while serving in the Imperial Army, was temporarily assigned to the Kuat Drive Yards. His assignment was to assist in the development of All Terrain Scout Transport weapon systems.

By the time of 4 ABY, Watts had become a member of Tempest Force. During the Battle of Endor, he served as the gunner of Tempest Scout 2 under the command of Major Marquand. When Chewbacca, accompanied by two Ewoks, boarded Tempest Scout 2, Marquand instructed Watts to remove the single Ewok they were aware of. As Watts leaned out of the cockpit hatchway, Chewbacca forcefully pulled him out and threw him over the side. Watts's scream accompanied his 8.6-meter fall to the ground, which resulted in his death. Due to a lack of information regarding his death, the Imperials later came to the conclusion that Watts, along with Marquand, had betrayed them when their walker began to act against them.
The role of Watts was portrayed by Robert Watts, who was also a co-producer of Return of the Jedi. In his life, Watts was a member of the armed forces, achieving the rank of lieutenant. The character was originally intended to be General Maximilian Veers, with Julian Glover approached to reprise the role from Star Wars: Episode V The Empire Strikes Back. However, Glover was unavailable on the day of filming due to scheduling conflicts, and Watts assumed the role instead.
