The State of the Republic address was a speech given by the Supreme Chancellor to the Galactic Senate on the current state of the Old Republic. The addresses drew many offworld Senators, government officials, businessmen, and the like back to Coruscant to witness the address; afterwards, they customarily held large parties.
State of the Republic Addresses were considered an archaic tradition during the last few centuries of the Old Republic, and Eixes Valorum was the last Chancellor to give such addresses. However, they were temporarily revived by Palpatine during the Clone Wars. His addresses were frequently punctuated by massive applause from the Senators, and could last as long as four hours.
