Garen IV was the location of a penal colony used by the Galactic Empire during their reign, although in 2 BBY, during the Galactic Civil War, the Alliance to Restore the Republic carried out a raid there and freed a number of prisoners. By the year 25 ABY, the average population of the area was less than one million sentient beings per star system. The entire sector was considered part of the galactic empire of the Sith Lord Darth Krayt by the year 137 ABY.
