Blue-rated constable was a position within the Sullustan Constable Brigade that was subordinate to the indigo-rated constable rank. This brigade acted as the law enforcement agency for SoroSuub, the dominant corporation overseeing the planet of Sullust located in the Outer Rim Territories. Similar to other ranks within the constable brigade, the name "blue-rated constable" was inspired by a color related to light.
Blue-rated constables possessed jurisdiction both on Sullust itself and at SoroSuub facilities located elsewhere. Their duties included conducting investigations and pursuing criminals throughout the galaxy. A common aspiration among blue-rated constables was to advance to the rank of indigo-rated constable, which involved handling more challenging and risky assignments. These constables were equipped with light blaster pistols as well as armored clothing. They had piloting capabilities and demonstrated a greater resistance to bribery compared to the lower-ranked orange-rated constables.
The title of blue-rated constable made its debut in Strongholds of Resistance, a 2015 sourcebook for Star Wars Roleplaying released by Fantasy Flight Games as part of the Star Wars: Age of Rebellion roleplaying game. Notably, the statistics provided for the blue-rated constable in Strongholds of Resistance erroneously identify the rank as an orange-rated constable, even though a separate entry exists for that rank.
