The Cooperative Council of Independent Planetary Governments came into existence after the Diversity Alliance situation in 24 ABY. Its purpose was to foster peaceful relations and collaboration among the diverse species within the New Republic.
A central tenet of the Council's founding document was a commitment to acting in the best interests of every species, while ensuring no species was harmed by its actions.
Numerous people and organizations backed the Council, including the Hapes Consortium, which provided monetary assistance. Furthermore, Bornaryn Trading's recently appointed CEO, Aryn Dro Thul, made the company's trading fleet available for the Council's use. Her sibling, Tyko Thul, also volunteered the assets of his droid manufacturing facilities located on Mechis III.
