The Council of Gordek consisted of four individuals, each elected by the combined Orfite sahhs. Each representative was selected based on their aptitude for understanding and discerning the desires of others. Council members maintained their positions until the sahhs deemed it necessary to conduct a new election to select the Council's composition. The Council of Gordek would hear disagreements among sahhs, but they lacked the authority to arbitrate; instead, they offered perspective and understanding that helped lead to resolutions. They also served as intermediaries in conflicts involving the High City of Refuge, Orfa City, and other involved groups.
