Forard, situated on Almas, served as the primary, and only significant, settlement on that particular planet. Constructed around the Almas Academy, it offered few amenities beyond essential services and recreational venues. Notably, the town was erected directly atop a deposit of kaluthin.
The town of Forard expanded in a circular fashion emanating from the Academy, with a quarter of its area dedicated to the spaceport and other major installations. Access to the Academy was generally restricted to students and Jedi, creating a void in the town's center between the Academy grounds and the civilian areas. A research station was located just outside the town's boundaries.
The spaceport was essentially a basic landing field with limited services for starship maintenance. Initially, it could accommodate four starships; however, following Klis Joo's appointment as governor, she commissioned Bran Isken to renovate the spaceport, increasing its capacity to twenty ships.
Due to the presence of slightly toxic trace elements and an elevated oxygen concentration in the atmosphere of Almas, every structure in Forard was hermetically sealed and equipped with independent atmospheric regulation systems.
In 32 BBY, Forard was home to approximately 24,000 residents, a portion of whom had no affiliation with the Academy. The town's remote location and tranquil atmosphere attracted certain individuals seeking peaceful isolation. The planet's unique lighting conditions, caused by the kaluthin, also contributed to its appeal.
Forard also housed a couple thousand droids. The majority of these droids were equipped with treads, as the kaluthin terrain presented challenges for other forms of locomotion. The town's modest police force employed a number of security droids due to their resistance to mind tricks. This wasn't necessarily due to concerns about Jedi students committing crimes, but rather Kibh Jeen's experiences in the Cularin system had heightened awareness of the dangers posed by Dark Jedi. The combined presence of security forces and Jedi effectively suppressed overt criminal activity in Forard. However, discreet crimes were relatively easy to commit.
