Force-sensitive training mandate

The newly formed Sith Empire had put into effect a statute, which required that any citizen of the Empire who was Force-sensitive be made a member of the Sith. As a consequence of this statute, Kory, a Human woman from a lower societal stratum, was brought into the Sith.
