Harlo was related to Syril Karn as his uncle. He held a position of considerable power in the Imperial administrative system, especially within the Bureau of Standards. When Syril was dismissed from his role at Pre-Mor Security, his mother, Eedy Karn, requested a "family favor" from Harlo. Harlo fulfilled this request by leveraging his sway to secure Syril a role within the Bureau of Standards. To show appreciation to Harlo, the overseer Flob not only offered Syril employment in the Fuel Purity sector, but also erased certain sections of his history that mentioned his shortcomings during the Ambush on Ferrix.
