Imperial Penal References




The Imperial Penal References, sometimes called ImPeRe, outlined various violations under the Galactic Empire that applied to both spacers and smugglers. ImPeRe infractions were divided into five classes, ranging in severity from Class Five to Class One. Due to inconsistent enforcement by customs officials, the application of these infractions could vary considerably. The ImPeRe also included the Droid Statutes, a specific section dedicated to infractions involving droids.

Classes

  • Class Fives, often referred to as Quints, typically involved violations of local import or export regulations, or the absence of required emergency equipment. The penalty for a Quint was usually a fine between 500 and 1000 credits, which could frequently be circumvented by offering a local officer a "personal benefit fee." [1] However, if the violator was found to be associated with the Rebel Alliance, the punishment escalated to long-term imprisonment. [3]

  • Class Fours, known as Quads, covered offenses such as expired licenses, minor tax evasion, or the transportation of common narcotics without the necessary permits. Spice jockeys faced potentially harsher penalties if they encountered the Imperial Navy. Among Corellians, a spacer was not truly considered a smuggler until they had acquired their first Quad. The standard fine for this type of infraction ranged from 1000 to 5000 credits. [1]

  • Class Threes, or Trips, [1] encompassed attempted bribery of Imperial officials or other authorities, as well as the illegal transportation of high-value goods, advanced technology, or restricted items. [3] Resolving Trips was challenging unless one was beyond the reach of the Empire, where a well-placed bribe might prove successful (excluding cases involving attempted bribery itself). [1] Ships found carrying illegal goods were subject to impoundment, and their captains were arrested and transported to the local sector capital. While a skilled lawyer could potentially mitigate further punishment, legal expenses could exceed 10,000 credits. [3]

  • Class Twos, also known as Deuces, pertained to the illegal transport of valuable merchandise and weaponry, particularly if the weapons were mounted. [1] These offenses could lead to the arrest of the crew, the seizure of the ship, a minimum fine of 10,000 credits, and imprisonment ranging from five to thirty years. [3] Accusations of piracy or Rebel affiliation could also result in a Deuce charge, leading to disappearances and potential death. [1]

  • Class Ones, or Aces, were considered capital offenses and carried the most severe consequences. These included acts such as attacking other spacers, aggression towards Imperial personnel, possession of a cloaking device, or involvement in conspiracies to overthrow the Empire. [1] Those apprehended faced potential sentences ranging from five to thirty years in an Imperial penal colony, or even the death penalty, for all involved. [3]
