A mind control device functioned as a brain-wave projection machine, granting the user the capability to manipulate the will of other individuals. This mirrors the abilities of Jedi and other Force-users through their connection to the Force. This device, resembling a circlet or crown, was worn on the head and designed to be compact enough for concealment under various head coverings. The earliest instances of these mind-control devices were commissioned by the Baroness Omnino in the time leading up to 37 BBY. This was part of her scheme targeting the Galactic Republic and the Jedi Order. Both she and her lieutenant, Taxer Sundown, employed these devices.
