Nomo, a Human male holding the rank of Lieutenant, was a Galactic Empire Starfleet officer who worked as an air-traffic controller during the time of the Galactic Civil War. Soon after completing his training, he received his assignment at Fuel City, a substantial refueling base located on the moon of Sulon, in the year 5 ABY. On one particular day, Nomo was scheduled to relieve Captain Zyak, the individual usually in charge of Fuel City's air traffic. However, upon Nomo's arrival, combat erupted in the vicinity of the docked freighter known as the Sulon Star. Despite their attempts to manage the situation, several fuel storage tanks were destroyed by the starship Moldy Crow, leading Zyak to abandon his post, leaving Nomo in command, much to the lieutenant's dismay.

In 5 ABY, a young Human male named Nomo finished his studies at air-traffic control school. Leveraging connections within the Galactic Empire, Nomo successfully obtained a position as a lieutenant at Fuel City, a refueling station on the moon of Sulon overseen by Captain Zyak. On a specific day, Nomo was slated to take over from Zyak at the conclusion of his shift. As Nomo arrived, Zyak was preparing to leave, but a firefight erupted both inside and around the docked freighter Sulon Star. Sensing an opportunity for Nomo to gain experience, Zyak decided to stay and assist Nomo in resolving the situation. Zyak's first action was to instruct Nomo to contact the commander of the stormtroopers near the Sulon Star and order them to cease fire, as they risked damaging the fuel tanks in fuel station six. The stormtrooper officer informed Nomo that the infiltrator, a novice Jedi named Kyle Katarn, was to be killed at all costs. Disregarding the trooper officer, Zyak instructed Nomo to contact operations, halt the fuel pumps, and drain the pipes. A technician then informed Zyak about an approaching ship, the Moldy Crow. Zyak had encountered the ship earlier that day and allowed the pilot, Jan Ors, to pass through. Realizing that Ors had dropped Katarn off at the station and was therefore responsible for the ongoing conflict, Zyak ordered Ors to be shot down.
Ors evaded the incoming missiles and instead targeted storage tank sixteen with her own fire. The resulting explosion obscured the Crow, leading Nomo to initially believe that the ship had been destroyed. However, Zyak pointed out that this was not the case. Nomo then reported that seventy percent of the fuel pipes had been emptied. Unfortunately, a relay malfunctioned, causing a delay in the operations team's ability to manage the fuel valves. Shortly after, storage tanks thirteen, fourteen, and fifteen detonated in quick succession, due to the fuel not being completely drained in time, causing the fuel in the pipes to act as fuses. Eager to avoid taking full responsibility, Zyak told Nomo that since it was his shift, he was now responsible for fixing the problem. Zyak sarcastically added that if Nomo managed to resolve the situation, he would be promoted to Captain by Monday; otherwise, he would be reassigned to work in the mines. When Nomo noticed Zyak preparing to leave, the captain informed him that he was going AWOL.
Nomo, a young Human with a pale complexion, had used his connections within the Empire to secure a position that he desired. Zyak was aware of this and subtly insulted Nomo by bringing it to his attention. Nomo diligently followed Zyak's instructions but was unable to distinguish between the explosion of a storage tank and the destruction of a ship. Zyak called Nomo an idiot because of this. Furthermore, Nomo was unfamiliar with fuel station protocol. When Zyak began to depart, Nomo became visibly distressed, and his face paled.
The character of Lieutenant Nomo was created by William C. Dietz for his 1998 novella, Dark Forces: Rebel Agent. Nomo later made an appearance in the full cast audio drama that adapted the book, although the voice actor who portrayed him was not credited.
