During the New Order's zenith, a Human male named Nox Vellam held the prestigious rank of Grand Moff within the Galactic Empire. He is considered part of Legends.
Vellam's authority extended to the Bright Jewel Oversector as its Governor-General, encompassing even the Yavin system. His failure to pinpoint the Rebel base's location on Yavin 4 before the first Death Star met its end incurred the wrath of Emperor Palpatine. As a result, five key planets were stripped from his oversector, falling under the direct control of Darth Vader, and his trusted Sector Group commander, Admiral Amise Griff, was reassigned to serve Vader.
However, Vader was incapacitated in a healing trance within his TIE Fighter. This situation ignited a minor civil conflict within the Bright Jewel Oversector's Imperial forces. The Governor-General dispatched the Star Destroyer Eradicator to pursue Captain [Sodarra]'s elite stormtrooper unit, which had been entrusted with transporting Vader back to Coruscant. This action drew the attention of the Executor and Avenger, leading to Admiral Kendal Ozzel labeling Vellam a "renegade governor."
According to Empire 14, Vader's TIE Fighter crashed on the outpost world of Vaal following the Battle of Yavin, and he subsequently returned to Imperial Center aboard a Lambda-class shuttle.
A point of contention arises regarding the Executor. While it is stated that it entered service under Admiral Griff during the final stages of the Yavin blockade, it appears under the command of Kendal Ozzel in Scoundrel's Luck, seemingly earlier in the timeline.
Furthermore, Allegiance portrays Ozzel as the Captain of the Imperial Star Destroyer Reprisal in 0.5 ABY, while the Executor is already operational under Admiral [Bentro]'s command.
