The protocol defined by Order 37 detailed the employment of a significant quantity of civilian hostages to compel the apprehension of a specific person. This entailed the subjugation of nearby civilian communities, achieved through widespread civilian detentions and municipal lockdowns, succeeded by the delivery of a final demand: the failure of the local citizenry to surrender the aforementioned individual would result in the execution of all those detained. Fortunately, the necessity for troops to implement this directive was infrequent, as it served as an ultimate measure in the pursuit of capturing the desired individual(s).

One year following the Declaration of a New Order, Order 37 was executed on Bellassa, and subsequently implemented on Rosha.
