Directive 37, as described in this article, was carried out on Bellassa several months following the Declaration of a New Order.
On the world of Bellassa, the enforcement of Directive 37 involved the widespread apprehension of ordinary citizens, which included the employment of shock batons against individuals who resisted arrest (or were merely present). Those arrested were collected within transportable repulsorlift holding cells. For the inhabitants of Bellassa, the spaceport was closed, while visitors from other planets were permitted to leave. The Imperial demand was subsequently issued: unless Ferus Olin was surrendered to Imperial officials within a day, the detained civilians would face execution. Obi-Wan Kenobi had a strong feeling that the Empire would not keep their word and would proceed to kill the civilians, regardless of whether Ferus Olin was handed over, and would then proceed with the plans for concealing the bodies and restricting communications.
