The Quesoth operated under a cyclical system: the Queen of the Black governed from the White City located on the planet Quethold for a specific duration, concluding with her death. Following her death, the Queen of the Red would succeed her. Upon the Queen of the Red's demise, the Queen of the White would then ascend to power. Subsequently, the Queen of the White would be succeeded by the Queen of the Black, thereby restarting the cycle.
