Refugee Facility 17 existed as one of the numerous, and unhygienic, refugee hubs created on the planet Ruan throughout the duration of the Yuuzhan Vong War. Constructed on the grounds of a former scrapyard, it was linked via roadways to a significant spaceport.
The species housed within included Wookiees, Gamorreans, Ithorians, Gotals, Gands, Ruurians, Bimms, Weequay, Saheelindeeli, Myneyrsh, Vors, Rybets, Tammarians, Dugs, alongside 37 Ryn (notably Melisma and Gaph). The poor living conditions, limited space, and diverse population fostered a persistent atmosphere of near-rebellion.
Noob Hill and Ryn City were both located inside of it.
