Regenald Hanniper Snopps III hailed from the planet Corulag and was a Human male. He was the youngest of Zafiel Snopps's sons, whose father was the Imperial governor for the planet, and previously its senator. Despite his family's influential position, Snopps failed to gain admittance to the Imperial Academy, and instead lived as an arrogant noble, consistently attempting to assert his superiority at others' expense. Gifted in sports and gambling, Snopps would threaten rivals with Imperial intervention. Despite boasting about his connections, which were real, those in power considered him foolish and rarely paid him any attention. During the time of the Galactic Civil War, Snopps spent his time on the resort world of Spira, where he encountered Rebel agents disguised as tourists, having several encounters without realizing their true identities.
Regenald Hanniper Snopps III originated from the planet Corulag, a Human male within the Bormea sector of the Core Worlds. As the youngest son of Zafiel Snopps, the Imperial Governor and former senator for Corulag, he was unable to secure a place at the Imperial Academy, despite his father's influence. As a result, Snopps traveled throughout the galaxy, seeking opportunities to prove himself and discover new forms of entertainment. During the period of the Galactic Civil War, he made a trip to the planet Spira, arriving at the Ataria Island spaceport and lodging at the Aspre Plunge hotel and casino. He frequented the casino, achieving gambling wins and being surrounded by hangers-on seeking to gain favor with the young noble. One evening, he came across a group of tourists who were, in reality, Rebel agents, and developed an immediate dislike for them. The Rebel agents reciprocated this feeling.
During his time on the planet, Snopps was on a party barge near the Shinkai Abyss surrounded by loud friends. They threw concussion grenades into the water, attempting to kill a camray eel, an effort that was doomed to fail because camray eels live in the deep sea. At the 345th annual Spira Regatta Open, Snopps took his personal vessel to the wreck, a sunken alien starship of unknown origin in Spira's oceans. He wanted to dive to it, regardless of the restrictions imposed because of the Spira Regatta Open. There, he encountered the same group of Rebel agents from the Aspre Plunge and demanded they vacate the area so he could view the wreck. After a tense confrontation, the agents departed.
Snopps was a tall and handsome man, though he was always sneering. He had long blond hair that he wore in a ponytail, and a pencil-thin mustache, and was constantly toying with both. Snopps was an arrogant person, who always insisted on being the center of attention with his domineering and petty behavior. He had a loud, penetrating laugh and braying voice that helped him achieve that goal, albeit it for the wrong reasons. Snopps publicly believed he was the most important person in the universe. However, he was privately full of self-doubt and paranoia. Any insult, real or perceived, would be met with a screaming fit or a challenge to a duel or contest. He was fond of threatening people with retaliation from the Empire, but his threats were meaningless. Although he knew the right people, they all thought he was a fool and ignored him.
Despite his failure to enter the Imperial Academy, Snopps was talented in sports and gambling. He favored cloaks and tunics of turquoise and pink of the finest cut, and was rarely seen without a glass of wine. He was trained to use a blaster, and carried a sporting model. He was a skilled shockball player, and could engage in unarmed combat. He was knowledgeable about business, and planetary systems and cultures. He could fly space transports, pilot ground and repulsor vehicles, and ride domesticated beasts. He had a eye for valuable objects, was trained in first aid, and could swim. He usually carried a wooden cane and comlink pager.
