The Rule of Three represented a Nihil directive focused on dividing the earnings generated by the marauders' activities. Asgar Ro, and subsequently his son, Marchion, who together formed the Eye of the Nihil, were also entitled to a cut of the profits from ventures that leveraged the Paths supplied by the Ros family, as dictated by this Rule of Three.
The arrangement of three Tempest Runners alongside a single Eye was intentionally crafted to foster intense competition among the Runners, thereby preventing them from collaborating against the Eye. In a similar vein, each Tempest within the Nihil organization had its Storms reporting to the Runner. While these Storms theoretically possessed the collective power to depose their respective Tempest Runner, their persistent infighting rendered any such uprising unsuccessful. After the Battle of Kur, Ro successfully consolidated all Nihil forces under his leadership.
