Despite their supposed independence, the Devisors exerted continuous control over the council through various manipulations. To maintain a connection between the two entities, a Devisor held the role of Council Adjunct. In the year 8 ABY, Pagda Gevtes occupied this position.
Following the events of the Liberation of Exocron, the ruling council took over planetary governance. This transition occurred after the Devisors' clandestine possession of advanced technology was revealed, along with their use of fear and intimidation to oppress the general population.
