The blueprints detailing Stellar Sphere's construction were safeguarded within the Citadel Tower situated on Scarif, co-located with the design documents for both Project War-Mantle and the Death Star. A reference to this project came to light when Tenzigo Weems discovered it within a captured data transmission obtained from the Balmorra relay, subsequently bringing it to the attention of Davits Draven.
