The primary ruling entity on the planet of Voss, as well as for the Voss people, was known as the Three. Their responsibility extended to supervising the understanding and dissemination of the Mystics' visions; the Three formulated their directives based on these interpretations. Mystics selected the Three through contemplation or in accordance with visions, although daily interaction between the two groups was minimal. Operating from the Tower of Prophecy, the Three governed Voss-Ka and established governmental policies. Depending upon Mystic guidance, service as one of the Three could span a lifetime or be as brief as a few hours. During the Cold War, the members were Sonn-Vi, Gunta-Mer, and Nen-Ji. By 3626 BBY, the group was composed of Neeka-Bo, Denan-Mal, and Wila-Ban.
