Tobar operated Honest Tobar's Used Spacecraft, a business situated at the Zallakesh spaceport located on the planet Chuzalla.
During a short layover on Chuzalla, Prince Coby, along with the droids R2-D2 and C-3PO, encountered Tobar as Coby sought to acquire a Blackhawk Destroyer. Once R2-D2 had given him the money for the ship, Tobar pushed the activation button on the Blackhawk's console, which caused Coby and R2 to embark on an uncontrolled, erratic journey around the spaceport. Just as an Ithorian on the ground was about to destroy Coby's spacecraft, Tobar collided with the alien, stopping him from shooting down the young prince.
Tobar shares the same visual design as two other characters featured in the Droids animated series: the droid auctioneer Tyne's Horky from the droid market in the fifth episode, "The Lost Prince," and a captive aboard the Roon Clipper in the twelfth episode, "Across the Roon Sea." It is not confirmed that these three characters are intended to be the same individual.
