Tobler Ceel was a male Gungan who held the position of commander of the Gungan Grand Army, recognized as the most seasoned officer among the officer corps. During the Battle of Naboo, he engaged in combat against the Trade Federation on Naboo, his homeworld, during 32 BBY. Additionally, he shared a close bond and a history of fighting alongside Rugor Nass, known as Boss. Ceel's physical appearance was characterized by purple and white skin, along with yellow eyes.
The initial appearance of Tobler Ceel was in the preliminary versions of the screenplay for Star Wars: Episode I The Phantom Menace, although he was ultimately excluded from the final cut of the movie. His initial debut within canon occurred in the Star Wars: Force Collection video game.
