Tof, a male Human, held a position of significant power within the governing Herdessan Guild of his native planet, Herdessa, throughout the era of the Galactic Civil War. Following the Galactic Empire's decisive defeat at Endor in 4 ABY, Tof, along with other members of the Guild, convened with representatives from the Alliance of Free Planets to begin official diplomatic discussions. A strong supporter of the Herdessan custom of slavery, Tof and his allies instead captured Mon Mothma, the leader of the Alliance, with the goal of handing her and the planet over to a remaining Imperial faction. Nevertheless, Leia Organa, another Alliance diplomat, spearheaded an armed uprising among the Herdessans, which successfully toppled the Herdessan Guild and freed the captives.
