A formal agreement, known as a treaty, was established between the Galactic Republic and the Dug Council in 21 BBY during the Clone Wars, subsequent to the Battle of Malastare. As part of the treaty, the Republic gained the right to utilize the planet's fuel reserves. This was in exchange for the Republic's commitment to eliminate the ancient Zillo Beast and to provide defense against the Confederacy of Independent Systems. Unbeknownst to the Dug Council, the Jedi Order surreptitiously stunned the Zillo Beast, with the consent of Supreme Chancellor Sheev Palpatine. They then orchestrated the creature's relocation to Coruscant for the purpose of scientific study, which ultimately resulted in the Zillo Beast incident.
