The Wealth Level, one of eleven distinct tiers within Pau City, served as the capital city for the planet Utapau. This level was home to several facilities dedicated to processing seawater, where they harvested precious materials from the planet's vast world-ocean. In addition to these plants, the Wealth Level also housed factories and storage facilities. The population largely consisted of middle-class Pau'ans, although a small number of affluent Utai could also be found living there.
