Andor, a Themian by birth, held the rank of admiral within the Themian Fleet during the period known as the Clone Wars. This conflict pitted the Galactic Republic against the Confederacy of Independent Systems. When the Republic undertook a mission to the planet of Themis, Andor gave the order for the Themian Fleet to target and eliminate the starfighter flown by Jedi Master Obi-Wan Kenobi. He subsequently reported this action to Lumon, the Prince of Themis.

During the Clone Wars, a time of strife between the Galactic Republic and the Confederacy of Independent Systems, Andor, a member of the Themian species, served as an admiral commanding elements of the Themian Fleet. The Republic initiated a mission aimed at securing mining rights to the explosive ore found on the moon's mines of the planet Themis. However, Duchess Thax, a Separatist, orchestrated the sabotage of Jedi Master Obi-Wan Kenobi's starfighter using a droid deployed by her agent. This act was intended to undermine the Republic's credibility during negotiations. As Kenobi's fighter approached the moon, he contacted Andor. Andor responded that they were under orders from Lumon, the Prince of Themis, to destroy the fighter without hesitation. Kenobi, feeling he wasn't being understood, explicitly requested Andor to destroy his ship at a precise time, a request that surprised the officer. As the fleet commenced firing upon Kenobi's starfighter, he activated the ejector seat with perfect timing, escaping the destruction.
Subsequently, Andor reported to Lumon that Kenobi's fighter had been destroyed by the fleet's actions. Meanwhile, Kenobi presented Lumon with evidence of Thax's betrayal: a fragment of the droid used to sabotage his vessel. After Thax threatened Lumon's life and was subsequently disarmed, Lumon made the decision for Themis to align itself with the Republic.
Andor's character appeared in the 2011 comic strip titled "Runaway Starfighter." This strip was written by Mike W. Barr, illustrated by Andres Ponce, and featured in the comic Star Wars: The Clone Wars Comic UK 6.24.
