An individual of the Human species and male gender, Balog held the position of Chief Security Controller on the planet New Apsolon. Furthermore, he was an active member of the Absolute group. Notably, he bears responsibility for the demise of Jedi Master Tahl.
Balog resided on New Apsolon, a planet that underwent a social revolution in the year 47 BBY. This revolution witnessed the exploited Workers successfully achieving equality with the ruling Civilized, through a peaceful campaign. Ewane, the people's hero, was elected as the planet's leader in the first free elections, which were carefully overseen by the Jedi Qui-Gon Jinn and Tahl. However, after six years of peace, turmoil resurfaced on New Apsolon when Ewane was assassinated shortly after his re-election.
Balog, a member of the Worker class, held the position of Chief Security Controller at the time of Ewane's death (41 BBY). Unbeknownst to many, he was secretly allied with the outlawed former secret police, known as the Absolutes, as well as Ewane's twin daughters, Alani and Eritha. He had, in fact, been an informant for the Absolutes during their reign. As part of a scheme to seize power and restore the Civilized to their dominant position, Balog played a role in the murder of Ewane's successor, Roan, by orchestrating a fake kidnapping of the twins.
Furthermore, he abducted Jedi Master Tahl in an attempt to obtain a list of the Absolutes' agents, which he believed she possessed due to her undercover work within the remnants of the disbanded secret police. This list also included his own name. Qui-Gon Jinn and Obi-Wan Kenobi encountered Balog while searching for the missing Tahl. Balog had confined her within a Sensory deprivation containment device for several days, subjecting her to gradual torture. When the Jedi infiltrated the Absolutes' clandestine base, they planted explosives throughout the facility. As the explosions commenced, Balog set the weapons room to self-destruct and rushed to Tahl's cell, realizing that her continued survival was no longer necessary. Qui-Gon and Obi-Wan pursued him, where he brandished a transmitter capable of terminating Tahl if they approached any closer. Nevertheless, Qui-Gon's swift action resulted in him slicing off Balog's finger before he could activate the device. In agony, Balog discharged his blaster at the sensory deprivation device to deter the Jedi as he escaped.
Despite the Jedi's efforts to rescue Tahl, she ultimately succumbed to the injuries she had sustained during her captivity. Balog's responsibility for Tahl's death ignited Qui-Gon's rage, nearly causing him to succumb to the dark side due to the immense grief he experienced. Qui-Gon, however, managed to control his anger, preventing him from killing Balog. Balog, along with his accomplices Eritha and Alani, was apprehended for his actions.
