He fulfilled his duties as the Fifth Officer on the Chiss Expansionary Defense Fleet starship known as the Steadfast. His assignment involved mentoring Eli Vanto, who previously held the rank of Lieutenant Commander within the Imperial forces. Vanto was dispatched as an emissary to the Chiss Ascendancy by the Grand Admiral named Thrawn. Although he wasn't completely thrilled with the job, Cinsar held Vanto in esteem, though he did find Vanto's early attempts at speaking the Cheunh language to be a source of amusement.
