Civ Sila was a Human character characterized by light skin and dark hair. She maintained friendships with both Dixon Just and Zey Nep, and was connected to Artuo Pratuhr as an associate. Just and Nep were often seen with Sila. On one night in 22 BBY, Sila, along with Just, Nep, and Prathur, made a visit to the Outlander Club. This establishment was situated within the Uscru Entertainment District of the planet Coruscant. During their visit, the Jedi Obi-Wan Kenobi and Anakin Skywalker arrived, searching for the bounty hunter known as Zam Wesell.
Near the club's entrance, Sila engaged in conversation with Just. Shortly thereafter, while Skywalker was in the process of searching the club for Wesell, Sila had a debate with Just. Later, Sila observed as Kenobi disarmed Wesell and escorted her out of the club. As Kenobi was doing this, Skywalker instructed the patrons of the club to return to their drinks. Sila was wearing dark attire while at the club.
Civ Sila's initial appearance occurred in the 2002 prequel trilogy film titled Star Wars: Episode II Attack of the Clones. In the film, the character was brought to life by Trevor Tighe, who was a member of the film's Droid Unit crew. The scenes set in the Outlander Club that included Sila were filmed at Fox Studios, Sydney on July 17, 2000. Sila's name was first established in the article titled "Who's Who in the Outlander Club: It's Ladies' Night" which was authored by Daniel Wallace. This article was featured in the seventy-fifth issue of the magazine Star Wars Insider on April 6, 2004.
