Counselor was an advisory position utilized by the government of Hetzelia. One such person who held this position was Daan. Within the governing structure of the Galactic Empire, the designation "counselor" was not present as an official title. After the demise of Galactic Emperor Sheev Palpatine and the defeat of his subordinate Grand Admiral Rae Sloane, Fleet Admiral Gallius Rax brought into being the role of Counselor to the Empire, asserting that he was not worthy of the rank of Emperor and too humble to be a Grand Admiral. The reality was that Rax was using the title as a means to control the Empire. General Hodnar Borrum voiced his opposition to the creation of this title, but Rax nonetheless succeeded in establishing it.
The counselor title was initially referenced in the novel Aftermath: Life Debt and then shown through the Counselor to the Empire title. In the comic series Star Wars: Battle of Jakku — Republic Under Siege, Gallius Rax is mistakenly depicted using the Counselor title prior to his betrayal of Rae Sloane, which contradicts Aftermath: Life Debt, where it is established that he created the Counselor to the Empire title—the first counselor title in Imperial records—after Sloane's defeat. It is during the events of Aftermath: Empire's End that Sloane discovers Rax is known as "Counselor Rax," yet Battle of Jakku — Republic Under Siege 2 erroneously portrays Sloane addressing Rax by that title.
