The Devshi prison complex, a penal institution, was situated on the seabed of the lunar body Devshi. Mattis Coto held the position of warden, managing the facility. To ensure security, nearly all of the staff consisted of droids. By the year 48 BBY, Coto was involved in the illicit sale of skeleton keys to the prisoners as a means of accumulating funds to leave his post. Following the use of one of these keys by an escapee during a prison escape on Kevan 8, the Jedi Master Mace Windu executed an undercover operation at Devshi. After a confrontation with Coto and engaging in combat with several security droids, Windu used the emergency aqualock to reach the surface, pursuing several astromech droids who had received the master skeleton key from Coto, leaving the warden for the arriving authorities.
